FOR THE RECORD Barbara Lagoa, who were appointed by President Donald Trump to the 11th U.S. Circuit Court of Appeals. choices could help shape the direction of the Supreme Court for decades, depending on how long his appointees serve. During his month in in 2019, DeSantis appointed three justices Luck, La- goa and Carlos Muniz who helped create a conservative majority on the seven-member court, which had long frustrated Republican state leaders. While Luck and Lagoa quickly left for seats on the Atlanta-based feder- al appeals court, other justices have served long periods on the Supreme Court.

Luck, Lagoa and Muniz, for ex- ample, replaced former justices Bar- bara Pariente, R. Fred Lewis and Peg- gy Quince, who were forced to step down last January because of a man- datory retirement age after two dec- ades on the court. The list of applicants to replace Luck and Lagoa is dominated by low- er-court judges. It includes 11 judges who serve on state district courts of appeal and 16 circuit judges. DeSantis has made clear he will appoint conservatives to the Su- preme Court, an emphasis that is re- in the backgrounds of many of the applicants.

For instance, nine of the appeals- court judges who have applied were appointed to their current jobs by for- mer Republican Gov. Rick Scott. The other two were appointed by former Gov. Charlie Crist, who was elected as a Republican before leaving the party in 2010 to unsuccessfully run as an independent for the U.S. Senate.

But the selection process will draw scrutiny, in part, because the Su- preme Court has not had a black jus- tice since Quince retired and does not have a female justice after Lagoa left. Another issue in selec- tions is that at least one of the new justices will have to be a resident of the 3rd Appellate District, which is made up of Miami-Dade and Monroe counties. That is because each of the appellate districts must have a representative on the Su- preme Court. Luck and Lagoa were from Miami-Dade County. Applicants expected to be inter- viewed Jan.

Phillip Isaac Bivins, 18, is suspected of shooting a man three times on Thurs- day. He is considered armed and dan- gerous. ECSO spokesman Maj. Andrew Hobbs said the shooting victim and Bi- vins had been engaged in an ongoing, weeks-long feud stemming from the rolling of a blunt. A blunt is a fully or partially hollowed out cigar with marijuana.

Bivins felt that spilling the tobacco was disrespectful, and the two men cided that they were going to Hobbs said. Witnesses to the shooting attempt- ed to transport the victim to Sacred Heart Hospital, but crashed on the way. The Pensacola Police Department responded to the crash on Bayou Bou- levard and learned there was a shoot- ing victim in the vehicle, Hobbs said.

The victim was transported to a lo- cal hospital and his current condition is unknown. Initially, witnesses to the shooting would not cooperate with law enforce- ment but did eventually describe the shooting to investigators, Hobbs said.
